I don't blame anyone for that. Helmet certification is one of those subjects that sounds like homework. It's full of acronyms and clause numbers, and every brand's marketing page tells you their helmet is "certified to international standards" without ever saying which one or what that certification actually put the helmet through.
So let's fix that properly. Not with a listicle. With the real answer.
Here's the short version, and if you read nothing else, read this:
In India, ISI is the only certification that legally matters. Under IS 4151:2015 and the Helmet (Quality Control) Order that took effect on 1 June 2021, a two-wheeler helmet must be BIS-certified to be manufactured or sold here, and Section 129 of the Motor Vehicles Act requires you to wear headgear conforming to BIS standards. DOT is an American self-certification—the manufacturer tests its own helmet and applies the sticker. Why this matters more than you think
India has over 21 crore two-wheelers on the road. That's the context for everything that follows.
In July 2025, the Department of Consumer Affairs went public with something the industry already knew: a large share of helmets sold on Indian roadsides carry no valid BIS certification at all. BIS had run more than 30 search-and-seizure operations for misuse of the standard mark in a single financial year. If you're standing in a shop right now with a helmet in your hands:
• ISI mark + a BIS license number? Legal to buy and ride in India. This is the floor.

2. What certification actually means — and what it doesn't
Here's the thing almost nobody explains properly.
A helmet certification is not a quality score. It's a pass/fail gate. The helmet either survived a defined set of laboratory tests, or it didn't. There's no grading, no stars, no "this one passed by a wider margin" printed anywhere on the shell.
That has three consequences riders consistently get wrong:
It's a minimum, not a maximum. Two helmets can both carry ECE 22.06, while one of them passed comfortably and the other scraped through. The label looks identical.
It says nothing about fit. Certification tests are conducted on standardized metal headforms. Your head is not a standardized metal headform. A perfectly certified helmet in the wrong shell shape can rotate out of position during a crash, and a helmet that isn't where it's supposed to be at the moment of impact isn't protecting anything. 3. ISI — the only one India legally requires
The standard
ISI is the mark of the Bureau of Indian Standards (BIS). For two-wheeler helmets the governing specification is IS 4151:2015—Protective Helmet for Two-Wheeler Riders (Fourth Revision).
The law behind it
Two separate legal instruments matter here, and people mix them up constantly.
On selling: The Helmet for Riders of Two-Wheeler Motor Vehicles (Quality Control) Order, 2020—notified as S.O. 4252(E) on 26 November 2020—came into force on 1 June 2021. From that date, helmets for two-wheeler riders in India must be BIS-certified and carry the standard mark. The order exempts only goods meant for export.
On wearing: Section 129 of the Motor Vehicles Act, 1988, requires every person riding a two-wheeler above the age of four to wear protective headgear conforming to BIS standards. Sikh riders wearing a turban are exempt. What IS 4151:2015 actually testing?

The 2015 revision was driven partly by a Supreme Court committee recommendation for lighter helmets suited to Indian conditions — a real, practical concern in 40°C traffic that European and American standards were never written to address.
The bit that catches people out
A genuine ISI-certified helmet carries two things, not one:
1. The ISI monogram
2. A BIS license number in the format CM/L-XXXXXXX (seven digits)
The monogram on its own is worthless. It's a shape. Anyone with a printer can produce it, and—per BIS's own enforcement record—plenty of people do. The license number is the part that ties the helmet to a real, current, revocable license held by a real manufacturer.

The procedural catch
Now the part that matters more than any of those numbers.
DOT is self-certified. The manufacturer runs the tests, decides the helmet complies, and applies the label. No independent body checks the helmet before it goes on sale. NHTSA buys helmets off shelves afterwards and spot-tests them, issuing recalls and penalties when a model fails.
So DOT is a real standard with a weak gate. From a manufacturer with a reputation to protect, a DOT helmet is a genuinely good helmet. From an unknown brand shipping novelty lids, the DOT sticker is a claim—one that gets verified sometimes, after the fact, and only if the regulator happens to pull that model.
That asymmetry is why "it's DOT approved" should never end a conversation about a helmet's safety. Nobody approved it. The maker certified it.
5. ECE 22.06 — Europe's independently verified standard
The standard
ECE is UN Regulation No. 22, adopted across Europe and roughly 50 other countries. 22.06 is its sixth revision, and it is a substantial rewrite rather than a version bump.
The procedural difference
Unlike DOT, ECE approval is granted before sale by an independent testing authority, and production is re-sampled over the helmet's life rather than tested once and forgotten. That's the structural reason ECE carries more weight with people who read the fine print—not because the tests are harder in isolation, but because somebody other than the manufacturer runs them and keeps running them.

The one row that matters most is "Who runs the tests?" That single distinction explains more about the real-world reliability of a certification mark than every impact speed in the table.
7. What ECE 22.06 changed — and why it's a genuine leap
If you only remember one technical section from this article, make it this one.
Impact points went from 6 to as many as 18. Under 22.05, a helmet was struck at a defined handful of points. Under 22.06, testing covers far more of the shell—including the areas manufacturers previously had less incentive to optimize, because nobody was hitting them.
Three impact speeds instead of one. 22.05 tested at 7.5 m/s. 22.06 keeps that and adds a low-energy test at 6 m/s and a high-energy test at 8.2 m/s. The low-speed test matters more than it sounds: real crashes usually involve more than one impact. Your head hits the road, then the curb, then the road again. A helmet optimized only for one big hit can be too stiff to manage the smaller ones. The chin bar test speed also rose from 5.5 to 6 m/s.
A rotational impact test — the headline change. 22.06 added an oblique impact test on an angled anvil, measuring the rotational forces transmitted to the head in a glancing blow. This is the big one, and here's why.
Almost no crash is a clean, straight-on impact. You go down, you slide, and your helmet catches the road surface at an angle. That angular catch spins your head. Rotational acceleration is strongly associated with diffuse brain injury—the kind that doesn't show as a skull fracture. ECE 22.05 never measured this at all. Neither does DOT. 22.06 is the first mainstream regulatory standard to put a number on it and require helmets to pass.

So should you bin your 22.05 helmet?
No. This is where a lot of online advice gets irresponsible.
A 22.05 helmet is a certified helmet and remains legal to wear. If yours fits properly, hasn't been dropped or crashed, and is within its service life from the manufacture date, ride it out. Replacing a perfectly good helmet because a newer standard exists is a waste of money that could have gone toward better gloves.
But if you're buying now, there is no reason to choose 22.05 over 22.06 at the same price. None.
8. Is a DOT-only or ECE-only helmet legal in India?
This is the question I get asked most often, usually by someone who's just found a beautiful imported helmet online at a suspiciously good price.
The honest answer: no, and the reasoning is in two parts.
On sale: The 2020 Quality Control Order requires helmets sold for two-wheeler riders in India to be BIS-certified. A shop selling a non-ISI helmet as riding equipment is not compliant.
On wearing: Section 129 requires headgear conforming to BIS standards. An ECE-only or DOT-only helmet, whatever its objective quality, doesn't satisfy that wording.
Now, the practical reality: enforcement of the wearing requirement varies enormously by state and by officer, and plenty of riders use imported helmets daily without incident. I'm not going to pretend otherwise. But there are two consequences worth thinking through before you spend money:
1. You are relying on discretion, not compliance. That's a choice you can make with open eyes; it isn't the same as being legal.
2. The grey-import problem is real. A helmet bought through an unofficial import channel usually has no Indian warranty, no local service for visors and cheek pads, and no recourse if the helmet turns out to be counterfeit—and counterfeit ECE labels absolutely exist.
The good news, and it's genuinely good: you don't have to choose. 9. Beyond certification — SHARP, Snell, and what ratings add
Certification is pass/fail. Ratings are comparative. They answer a different question, and if you're spending real money, it's worth knowing they exist.
SHARP is the UK Government's Safety Helmet Assessment and Rating Programme. It buys helmets at retail and tests a minimum of seven samples per model across sizes—30 linear and 2 oblique impacts at 6, 7.5, and 8.5 m/s against flat and kerb-shaped anvils, plus an abrasive surface for the oblique tests. It then publishes a one-to-five star rating.
Two things make SHARP genuinely useful:
• It tests above the regulatory minimum—8.5 m/s versus ECE 22.05's 7.5—based on research indicating that a 30% increase in energy absorption could prevent half of critical and unsurvivable casualties.
• It publishes a separate latch-reliability percentage for flip-front helmets: how often the chin bar stayed locked after each impact. That number is not folded into the star rating, and for anyone considering a modular helmet, it's worth looking up.
Snell (the Snell Memorial Foundation) is a voluntary American standard, independently tested and generally more demanding than DOT. It's common on track and racing helmets. It's a genuine mark of quality, but it is not a legal requirement anywhere, and it does not substitute for ISI in India.

10. How to check any helmet's certification in 60 seconds
Do this in the shop, every time, before you get attached to how it looks.
1. Find the ISI mark AND the BIS license number. The monogram alone is not enough. You want CM/L followed by seven digits. No license number, no sale. Walk away — and if it's a roadside stall, understand that you're the reason the seller keeps stocking them.
2. Find the ECE label. Usually sewn into the chin strap. Look for a circled E followed by a country number, then an approval number. An approval beginning with "ECE 22.06. Beginning '05" is 22.05. That two-digit prefix is the whole game, and almost nobody knows to look for it.
3. Find the manufacture date. Usually stamped or printed on a label under the lining. A helmet's protective life runs from the date it was made, not the date you bought it. A "brand new" helmet manufactured four years ago has already spent a large chunk of its useful life sitting in a warehouse. Ask. A good shop will tell you without being pushed.
4. Check the labels for consistency. Certification labels that peel off easily, are misprinted, are misaligned, or contradict each other—an ECE number that doesn't match the model, for instance—are a real signal. Genuine certification labels are made to survive the life of the helmet because they're a legal document.
5. Then, and only then, check the fit. Certification tells you the helmet was tested. Fit decides whether that testing does you any good. Get someone to check the shell profile against your head shape (round, intermediate oval, or long oval); cheek-pad pressure; and rotation—grip the helmet and try to roll it forward off your head with the strap fastened. If it moves, it's the wrong helmet, no matter what the labels say.

Here's the problem with that logic. The crash profile on that road isn't a high-speed frontal impact—it's a low-side at 30 km/h where the head clips the road edge, a kerb, or a divider at an angle. That's a rotational impact, the exact failure mode ECE 22.06 introduced a test for, and 22.05 and DOT never measured. Low speed doesn't mean low risk; it means a different kind of risk. Commuters arguably benefit more from 22.06 than tourers do.
The monsoon rider. June to September, Pune riders spend months looking through a visor in the rain. This is where 22.06's less glamorous improvements earn their keep—anti-fog performance with a Pinlock fitted, optical distortion limits, and scratch resistance. Visibility failure never appears in a crash statistic as a cause, but ask any rider who's had a visor fog solid at a busy junction in heavy rain how close that came to being one.
The first-time buyer at a traffic signal. ₹300, a glossy shell, an ISI-shaped sticker on the back, and no license number anywhere. This helmet has never been tested by anyone. Its energy-absorbing liner may be little more than molded foam packaging. In an impact, it does approximately what a plastic bucket would do.
This is the single most consequential purchase in this article, and it's made by the people with the least information. If you take one thing to a friend who's just bought their first bike, make it the license-number check.

3. The correct fit for your head shape. Round, intermediate oval or long oval. A helmet built for the wrong profile creates pressure points at the forehead or temples within twenty minutes and—far more seriously—can rotate out of position in a crash.
4. A recent manufacture date. You're buying the remaining service life, not the box.
5. A visor system you can actually live with. Pinlock-ready if you ride through the monsoon. This is the difference between a helmet you wear properly and one you ride with the visor cracked open.
6. Weight you can carry for your actual ride length. A 1.6 kg helmet is fine for twenty minutes and punishing for two hours.
Notice that only the first two are about certification. That's deliberate.

None of that helps if the sticker is a photocopy, which is why the license number is the most useful thing in this entire article.
And none of it helps if the helmet doesn't fit. A certified helmet in the wrong shell shape is a well-tested object sitting in the wrong place at the worst possible moment. Get the certification right, then get the fit right. In that order, and never one without the other.

Start with dual certification. Look for ISI with a valid license number and ECE 22.06. Across the brands we stock—LS2, Axor, SMK, MT Helmets, Studds, and others—certification is granted per model, not per brand, so we'll show you the labels on the specific helmet you're holding rather than making a blanket claim.
Then spend your budget on fit, not features. If it comes down to a flagship that fits your head shape adequately versus a mid-range one that fits properly, take the fit. Every time.
Then think about your actual riding. A daily Hinjewadi commuter needs a Pinlock-ready visor and a weight they can wear for years. A weekend tourer needs ventilation and noise control. They're different helmets, and the certification label won't tell you which is which.
Bring in the helmet you already own. We'll read the labels with you—ISI mark, license number, ECE prefix, and manufacture date—and check the fit. It's free, no appointment, and it applies whether you bought the helmet from us, from another shop, or online three years ago. If it turns out your current helmet is good, we'll tell you that, and you'll leave without spending anything. That's the point.
